Victims of recent fatal shootings in Richmond are identified

RICHMOND — Three Richmond residents were among the four who were shot to death in three separate shootings earlier this month, authorities said.

Authorities on Wednesday identified all four of them.

Gunfire on Richmond Parkway kills one, injures another

The most recent shooting happened Sunday about 11:30 p.m. in the 3400 block of Richmond Parkway at an apartment complex, police said. Authorities identified that man as Elizander Narvaez-Fernandez, 26, of Richmond. That shooting also critically injured another person who remained in stable condition at a hospital Wednesday, police said.

City spokesperson Lynnelle Sanchez said police do not believe that Narvaez-Fernandez’s killing was related to two shootings about 8½ hours apart a week earlier that killed three others.

That violence started about 4:15 p.m. on June 18, near the intersection of 7th Street and Pennsylvania Avenue in the southeast corner of the Iron Triangle neighborhood. Gunfire there killed two people — identified by authorities Wednesday as Alvaro Garciapar, 30, of Richmond and Maciyah Brown, 21, of Richmond and injured two others who survived.

Authorities confirmed Wednesday that Brown was pregnant.

About 8½ hours later, at 12:45 a.m., gunfire in the 1300 block of Kelsey Street killed Lorenzo Newell, 38, of Oakland.

Police have not announced arrests in any of the shootings, nor have they identified any suspects.

The killings brought to seven the number of homicide investigations conducted by Richmond police in 2024. A year ago, they investigated eight, the lowest-recorded number in city history since the city started keeping statistics in 1971.
