Brand-new retail spaces are being planned on key downtown San Jose block

SAN JOSE — Several brand-new retail sites are being proposed in a makeover of ground-floor spaces that could bring a key block of downtown San Jose back to life with a vibrant collection of merchants.

The Shops at City View, the name of the proposed development, is located at 185 Park Avenue and would feature eight retail spaces, according to documents on file with San Jose city planners.

The new retail hub would sprout on the north side of Park Avenue between Almaden Boulevard and South Market Street, stated the plans, which were submitted by Jay Paul Co., the site’s owner.

The Shops at City View would total 35,000 square feet and provide multiple spots for outside dining. The development would include a corner plaza that could be utilized as an open space and gathering area.

The development site now consists of empty commercial spaces and the location of a structure that had embodied a brutalist style of architecture.

A long-running court battle aimed at rescuing the brutalist building culminated in the demolition of the squat structure, an empty one-time bank site.

Jay Paul Co., one of the Bay Area’s most successful and savvy real estate firms, owns the City View block and has proposed the development of the new ground-floor retail shops on Park Avenue.

The new retail could provide a series of lively and vibrant spots that would attract people to this block in downtown San Jose, which is near the Center for the Performing Arts, The Tech Interactive and a large city park, Plaza de Cesar Chavez.

The new retail shops would also be across the street from the 200 Park office tower, also owned by an affiliate of Jay Paul Co.

Newmark, a commercial real estate firm, is seeking one or more tenants to lease the new office tower, which has become an eye-catching addition to San Jose’s skyline.

The new retail shops, once those are filled up, would be poised to be an amenity that could entice potential companies that are considering leasing space in the office tower.

The Shops at City View would be on the ground floor of an existing parking structure with spaces for 1,260 vehicles, the planning documents show.

Jay Paul Co. has proposed the development of a huge office campus at the City View Plaza site, which is bounded by Park Avenue, Almaden Boulevard, West San Fernando Street and South Market Street.

The feeble state of the Bay Area office market has kept the plans for three office towers on the City View Plaza site on hold.

The new plans for ground-floor retail spaces would be a way to create a lively scene in that section of City View Plaza.
