Brentwood awards contract to kickstart sports complex project

BRENTWOOD — The Sand Creek Sports Complex project took an important step forward after the Brentwood City Council recently awarded a contract for the long-awaited development.

With a unanimous vote on March 11, the council selected Robert A. Bothman Construction to handle the first phase of the project, which will cost about $20 million. The company was the lowest of nine bids the city received.

Parks Maintenance Manager Aaron Wanden said the project is divided into two phases. The first will include three multi-use artificial turf athletic fields for sports such as soccer and lacrosse, group picnic areas using trees as shade, a food truck site, parking lots, exercise equipment, and a playground.

Funding for the project varies.

Treasurer Kerry Breen said about $10.2 million is from the Parks and Trails Development Impact fee; about $8 million is from the General Fund, of which $6.9 million came from American Rescue Plan Act funds; and $1.2 million is from the sale of the Brentwood Technology Center. Other sources include bond refinancing savings and capital infrastructure funds.

“I’ve been here over 20 years, and I’ve been waiting for this for a long time. I know our community has been asking for this for a long time, so thank you for all the work that you’ve put into this,” said Councilmember Jovita Mendoza. “As a resident, I’m so excited.”

The city expects the first phase of the project – located on a city-owned 14.5-acre parcel – to be completed in spring 2027.

Discussions about a sports complex began in early 2000. In November 2022, the city council approved the hiring of Verde Design Inc. to plan and design the project at Sand Creek Road and Fairview Avenue.

In 2023, Verde Design said the full 30-acre sports complex would cost about $31 million to build, doubling the approved cost of $15 million.

The overall conceptual plan was approved by the Brentwood Park and Recreation Commission in April 2023. The following month, the city council included the project in its capital improvement program with a $19.2 million budget set aside for the first phase.

The next phase of the project will be on a 19.24-acre parcel at the Contra Costa County Flood Control detention basin, and it could include the addition of two soccer fields.
